THE GARY GRAY AUTO THEFT ACHIEVEMENT
AWARD
It is that time of year again. Ken
Hutchison is requesting nominations for this year’s annual Gary Gray
Auto Theft Achievement Award to be presented at this year’s WSATI conference
in South Lake Tahoe, NV October 5th thru 8th 2009. He requests that
all nominations, with a brief synopsis of the candidate, be emailed or
snail mailed to him by August 1, 2009. The WSATI Northern Chapter
board of directors and NICB Area 3 directors will select the recipient
from the nominations received. Mailing address listed below:

NICB
P.O. Box 2380
Elk Grove, CA 95624
In 2003 NICB teamed up with the Northern Chapter of
WSATI to give the first annual NICB/WSATI special achievement award for
outstanding achievements in the war on Auto Theft by an individual or a
team, either Law Enforcement or Insurance.
NICB through Area 3 Directors of Operation Ralph Lumpkin
and Robert Jones will obtain a plaque and a cash donation will be
made to the charity of the recipient. The plaque will be awarded
to the recipient at the annual WSATI conference. The award will be
presented by NICB Area 3 Directors or their designee. Any member
or team in any of the 7 WSATI Chapters would be eligible and nominations
and synopsis should be received by August 1, of the conference year.
Money raised by the Annual Dave
Prescott Memorial Golf Tournament which will be played each year in
the memory of Dave Prescott will be used to fund the Gary Gray donation.
Gary was one of 4 or 5 investigators from around the
San Francisco Bay area that had a meeting in 1970 to discuss auto theft
problems in the area and 2 years later WSATI Northern Chapter was formed.
He was a real pioneer in WSATI. Over the several years that Gary
was a member of WSATI he served in every office and was the current Past
President when he passed away in 2003. He was also a dedicated member
of NICB for over 10 years.
Dave Prescott was a great friend of WSATI, Law Enforcement
and NICB. Dave was a SIU Manager for CSAA and was the founder of the golf
tournament to raise money for the Gary Gray award. The tournament has been
renamed in his honor. Dave passed away in 2006.
The Northern Chapter board of directors and NICB directors
will select the recipient from the nominations received.
The 2008 Award was presented at the 2008 WSATI Training
Seminar in Monterey, CA, on September 29th, 2008.
NICB Senior Special Agent Ken
Hutchison made a presentation of the Gary
Gray Auto Theft Achievement Award. There were two awards
given. The first award was presented to Margaret
Bevan, San Bernardino County District Attorney's
Office. Ken then presented the second award to Scott
Cooke, RCMP IMPACT.
