2009 WSATI Southern Chapter President Jim Williams welcoming the attendees2009 WSATI Southern Chapter President Jim Williams (Long Beach Police) welcomed everyone to the Carlsbad Safety Center, the newest WSATI meeting venue.  Jim introduced himself as the 2009 Chapter President.  Jim explained that WSATI was trying to reach out to potential and current members by holding meetings in various locations.

Jim then requested that 2009 WSATI Secretary Dave Petrelli (State Farm Insurance SIU - Retired) lead the attendees in the pledge of allegiance.

Jim then spoke about upcoming training at the WSATI meetings.  Jim said he was going to try to have training that could fill some of the needs of the new law enforcement detectives as well as the new insurance SIU personnel.  He said he has found that many of the new detectives don't seem to understand some of the basics so he will try to cover some of the topics they are lacking.  Jim said the next meeting / luncheon should be in Rancho Cucamonga in November, but the location still needed to be confirmed.

Jim spoke about the upcoming 2009 WSATI Training Seminar, hosted by the Northern Chapter, to be held in South Lake Tahoe on October 6th, 7th, and a half day on the 8th.  A golf tournament is scheduled to take place on October 5th.  Jim also spoke about the 2010 WSATI Training Seminar, which will be hosted by the WSATI Southern Chapter.  The Seminar will be taking place in San Diego at the Town and Country on May 24-28, 2010.  Jim stated that following the meeting, there would be a meeting to discuss the planning of the 2010 WSATI Training Seminar.  He invited any of the attendees who wished to become involved in the 2010 Training Seminar to attend the Seminar meeting following the normal meeting.

Jim then introduced 1993 WSATI Southern Chapter President Marianne Finney (State Farm Insurance SIU - Retired) to the attendees.  Marianne was the first recipient of the Billy Osborn Memorial Award presented in 1994 (for recognition in 1993).  Marianne spoke about the background of the Award and her memories of Billy, who was a Manager of the State Farm Insurance SIU.  She invited the past Billy Osborn Memorial Award recipients in attendance, Dan Ryan (1994), Gary Labb (1999), Terry Cramer (2001), Bill Lovold (2004), and Dennis Frias (2007) to join her at the podium.

Marianne then announced the 2008 recipient of the Billy Osborn Memorial Award to be Bud Hood, Orange County Sheriff's Department / OCATT (retired).  The very surprised Bud, who had been preparing lunch for the attendees, came up and spoke about how honored he was to receive the Award.  He also told the attendees that they should be actively involved in WSATI and especially in the upcoming Seminar in San Diego in 2010.

Bud was recognized for his many years as an Investigator assigned to OCATT, and his many contributions to the WSATI Southern Chapter.  Bud is a past president and has been involved in the behind the scenes work for many of the Southern Chapter hosted seminars as well as the 2003 IAATI Seminar.  Bud was the driving force of the very successful 2007 WSATI Training Seminar in San Diego.

Jim then requested that the attendees give self introductions.  This took some time due to the great turnout of attendees for the meeting.  There were a lot of new faces that came to the meeting as well as several "old" members who had not been to the meetings in some time.  Jim thanked the new attendees for coming out for the training.

Jim then introduced the other Chapter Officers in attendance:

Vice President John Bartolone (DMV Investigations)
Secretary Dave Petrelli (State Farm Insurance SIU - Retired)

WSATI Southern Chapter President Jim Williams and Chapter Sergeant-At-Arms Rob Manning conducted the raffle.  There were a lot of different winners, and at the same time many were upset with some of the repeat winners.  If you want to be like them, do what they do... buy extra raffle tickets... the big winner was Jared Ackley who won the Blu-ray DVD player.

Jim then announced that the lunch was ready.  The attendees were then served a Santa Maria Bar-B-Q style luncheon, that had been prepared by Bud Hood while the meeting and training took place.  It included Tri-tip, chicken, sausage, salad, potato salad, beans, and a cookie to top it all off...everyone appeared to enjoy and some took a trip back for seconds...
