Each of the Officers and Deputies listed above were
honored for recovering the most stolen vehicles at their agencies during
2000. Combined, these officers recovered 258
vehicles in 2000, valued at over $2,051,826
and arrest- ed 99 people.
Officer James Geist of the Santa Ana Police Department was recognized for not only being the 1999 Officer of the Year, but also having the most recov- eries in 2000. Due to a rule not allowing an officer to receive the award two years in a row (or be included in the top five officers), Officer Geist did not win the 2000 Officer of the Year Award. He will be eligible again for the 2001 Officer of the Year Award. The Top Five Honorees were: Officer Bill Allison of the Garden Grove Police Department was honored as the Officer recovering the most stolen vehicles throughout the entire county, 40 vehicles, including four "rolling stolens," resulting in eight arrests, with a recovery value of approximately $282,000. This was the fifth year in a row that Officer Allison was the top Officer at his department. Officer Allison was also the 1996 and 1998 A.T.A.C. Vehicle Theft Officer of the Year. Officer Jason Parsons of the Buena Park Police Department was honored as the Officer recovering the second most stolen vehicles in the county. Officer Warren Ray of the California Highway Patrol-Santa Ana was honor- ed as the Officer recovering the third most stolen vehicles in the county. Officer Scott Harris of the Anaheim Police Department was honored as the Officer recovering the fourth most stolen vehicles in the county. Officer Robb Block of the Brea Police Department was honored as the Officer recovering the fifth most stolen vehicles in the county.
