TRAINING MEETING / LUNCHEON

2011 WSATI Southern Chapter Secretary Rob Manning (LASD TRAP) welcomed everyone to the meeting.  Rob then led the group in the pledge of allegiance. 

Rob then introduced the other 2011 WSATI Southern Chapter Officers who were in attendance at the meeting; Treasurer Tim Jackson (AAA Southern California SIU), Sergeant-At-Arms Aristeed Powell (DMV Investigations - Artesia), Past President John Bartolone (DMV Investigations - Artesia), and Legal Counsel Richard Knapp (Knapp Law Firm, LLP). 

Treasurer Tim Jackson (AAA Southern California SIU) came up to the podium and requested that the WSATI Southern Chapter Past Presidents in attendance to stand up and introduce themselves to the attendees: Bill Robertson (1988), Ted Saraf (1992), Gary Labb (2000), Lou Koven (2002), Bud Hood (2007), Rick Greenwood (2008), Jim Williams (2009), and John Bartolone (2010). 

Tim then asked the attendees go around the room and do self-introductions.

Tim then requested that Past President and current IAATI 4th Vice President Rick Greenwood (Riverside PD) come up to the podium.  Rick spoke about the upcoming IAATI Training Seminar in Atlantic City.  Rick also said that the 2011 IAATI Western Regional Chapter General Meeting and Elections would take place during the 2011 WSATI Training Seminar in Fresno.  Rick invited all interested to please attend the seminars, and the General Meeting and Elections.

Tim then spoke about the upcoming Orange County ATAC Recovery Officer of the Year Awards Brunch that will take place on June 16, 2011 at the Irvine Marriott, recognizing the top officer from each agency in Orange County for 2010.  This ceremony recognizes Patrol / Traffic Officers for their efforts in recovering stolen vehicles.

Tim then requested that Ted Saraf (LoJack) come up to the podium.  Ted spoke about a price break being given by LoJack on their LoJack for Classics model.  This promotion will be going until the end of 2011.  Ted mentioned that there are a great number of thefts of classic cars and those without LoJack do not seem to be getting recovered that often.

Tim then introduced the first guest speaker, Mark Winter, NICB Special Agent. Mark gave a presentation on "Third Row Seats" thefts.  Mark is the point of contact in Orange County for the thefts of "Third Row Seats".  If your agency is having "Third Row Seat" thefts occurring, please let Mark know so he can record the numbers.  Knowing what agencies are having the thefts can assist in the recovery of seats as well as provide numbers to the vehicle manufacturers so they know how large the problem has become. Mark announced that Bill Robertson, NICB Special Agent, assigned to BADCATS and CECATS, will be the liaison for L.A. County.  At the conclusion of his program, Mark introduced Anaheim PD Detectives Lou Correa and Chris Cooper who spoke about one of their "Third Row Seats" cases.

Mark then introduced the second guest speaker, Todd Wollard, Department of Insurance Investigator. Todd gave a presentation on "Chop Shops and Insurance Fraud." 

Following the presentations, Tim asked if anyone had anything they would like to share with the attendees.  Several people discussed cases.

Past President Gary Labb (Santa Ana PD / OCATT - Retired), who is the WSATI webmaster, advised that the WSATI website's Stolen Classic Cars page was growing and had more than 120 stolen classic cars listed at this time.  Gary said that this was only the "tip of the iceberg" as he knew he was not receiving all the stolens that were occurring.  He invited both law enforcement and insurance companies to forward their stolen classic cars to him so they could be posted on the WSATI website to help in locating the cars.  Gary said that you could go to a link that specified the information necessary to post a vehicle on the website or look at the current listings.  Gary also spoke about the online encrypted Southern Chapter Roster that can provide great networking potential.  Gary gave the attendees the password for the encrypted roster.

Gary also spoke about the WSATI Southern Chapter's Billy Osborn Memorial Award.  The Southern Chapter Officers are seeking nominations for the 2010 Billy Osborn Memorial Award.  Nominations will be accepted until August 16, 2011 as the Award is scheduled to be presented at the September 15, 2011 Southern Chapter Training Meeting / Luncheon.  Please send your nomination, along with a brief narrative, contact information for yourself and your nominee, to eboard@wsati.org to make sure your voice is heard. 

Past President Rick Greenwood (Riverside PD) spoke about the 2011 IAATI WRC Lee S. Cole Officer of the Year Award.  This is an award presented to an active member of IAATI Western Regional Chapter.  It recognizes work done between July 1, 2010 and June 30, 2011, so as Rick said there is still time to do something to qualify for this Award.  Rick said the deadline for submitting nominations will be August 16, 2011 and the Award will be presented at the 2011 WSATI Training Seminar in Fresno.  Nominations should be forwarded to IAATI WRC President Jim Kautz or IAATI WRC Treasurer Rick Greenwood.  

Treasurer Tim Jackson (AAA Southern California) then conducted the raffle.  There were a lot of great raffle prizes.  Sergeant-At-Arms Aristeed Powell (DMV Investigations - Artesia) and Victor Valdez (AAA Southern California) assisted Tim with the raffle.  Again, it appeared that those who bought extra raffle tickets did the best, right Rick.  Some of the raffle prizes included WSATI Southern Chapter shirts.   To see some of the available shirts, please go to WSATIWear.  Please contact Rob Manning at his listed email address for current availability and pricing on the shirts.

Following the raffle, Secretary Rob Manning (LASD TRAP) announced that the next meeting would be held at the Irvine Police Department on July 21, 2011.  Rob then announced that the Santa Maria Barbecue Style Lunch prepared by Past President John Bartolone (DMV Investigations - Artesia), with the guiding hand of past chefs Rick Greenwood (Riverside PD), Bud Hood (OCSD/OCATT), and Jim Williams (Long Beach PD), was ready.  Rob invited the attendees to help themselves to the tri-tip, chicken, sausage, salad, potato salad, beans, and dessert to top it all off.  Everyone appeared to enjoy and some took a trip back for seconds.... 

There were a lot of new faces that came to the meeting as well as several "old" members who had not been to the meetings in some time.  This meeting drew people from as far as San Diego and Riverside.
