2011 WSATI Southern Chapter President Dave Petrelli (Workmen's Auto Insurance SIU) welcomed everyone to the meeting. Dave then requested that Past President Gary Labb (Santa Ana Police / OCATT [Retired]) lead the group in the pledge of allegiance.
Dave then introduced the other 2011 WSATI Southern Chapter Officers who were in attendance at the meeting; Vice President Tim Glover (LASD TRAP), Secretary Rob Manning (LASD), Treasurer Tim Jackson (AAA Southern California SIU), Past President John Bartolone (DMV Investigations - Artesia), and Legal Counsel Richard Knapp (Knapp Law Firm, LLP).
Dave then requested that the WSATI Southern Chapter Past Presidents in attendance stand up and introduce themselves to the attendees: Bill Robertson (1988), Ted Saraf (1992), Gary Labb (2000), Bill Lovold (2001), Rick Greenwood (2008), Jim Williams (2009), and John Bartolone (2010).
Dave then asked the attendees go around the room and do self-introductions.
Dave then briefly spoke about the cancellation of the 40th Annual WSATI Training Seminar originally scheduled for September 25-28, 2011. Dave advised that WSATI, in conjunction with the California Conference of Arson Investigators, to hold a dual Training Seminar on November 7-9, 2011 in San Luis Obispo. Dave said that negotiations were currently taking place to make sure WSATI members received annual training credits in lieu of the cancellation of the WSATI Training Seminar.
NICB Agent Bill Robertson advised Dave of the upcoming AATIA Training Seminar taking place in Laughlin, NV on October 4-6, 2011 as a possible alternative to the cancelled seminar.
Dave then spoke about the WSATI Southern Chapter's Billy Osborn Memorial Award. Dave gave a background of both Billy Osborn and the Award. The Southern Chapter Officers sought nominations for the 2010 Billy Osborn Memorial Award with nominations accepted until August 16, 2011. Dave requested that Rick Greenwood, Riverside Police Department (Retired) come up to the podium. Dave spoke of Rick's involvement as a WSATI officer and 2009 Past President, his leadership during the WSATI Training Seminars hosted by the Southern Chapter, his involvement as an IAATI Western Regional Chapter officer and 2009 Past President, his involvement in IAATI and being the current 2011-2012 3rd Vice President. Dave then presented Rick with the 2010 Billy Osborn Memorial Award. Rick was totally surprised by the award and spoke about how much it meant to him to be an award recipient.
Dave then introduced the Guest Speaker, Richard Knapp of Knapp and Spurlock, LLP, who gave a presentation on "Insurance and Auto Theft." Richard is well known as a litagator representing insurance companies in fraudulent insurance claims. Richard gave his first presentation to a WSATI audience at the November 1998 WSATI Training Meeting / Luncheon in Monterey Park, speaking about vehicle fraud, including arsons and thefts. Shortly after that 1998 presentation, Richard was asked to be the legal counsel for the WSATI Southern Chapter.
Following Richard's presentation, Dave requested that Rick Greenwood come back up to the podium to speak about IAATI. Rick spoke about the recent IAATI Training Seminar held in Atlantic City. Rick said that even with the tough economic times they had 300 attendees who were offered numerous training classes. Rick then spoke about the IAATI Western Regional Chapter having their general meeting and elections at the upcoming AATIA Training Seminar in Laughlin. The meeting and elections were originally scheduled to take place at the cancelled WSATI Training Seminar. Rick said that it was important for people to get involved in all the organizations, whether it be WSATI, IAATI WRC, or IAATI. Rick said if anyone was interested in becoming an officer in the IAATI WRC to please notify him or any current IAATI WRC Officer.
Dave then spoke about the elections for the 2012 WSATI Southern Chapter Officers to be at the November Training Meeting / Luncheon. Dave said that anyone who had an interest to be an officer, or wished to nominate a person, to please send their nomination, along with a brief narrative, and contact information to firstname.lastname@example.org to make sure your voice is heard.
WSATI 2000 Past President / Current Webmaster Gary Labb (Santa Ana PD / OCATT - Retired) advised the attendees of the importance of filling in the sign-in forms as they are transferred to the online encrypted roster on the website. Gary then gave the attendees the password to access the encrypted roster. Gary said that the roster was a great networking tool.
Vice President Rob Manning (LASD) then conducted the raffle. There were a lot of great raffle prizes. Victor Valdez (AAA Southern California) assisted Rob with the raffle. Again, it appeared that those who bought extra raffle tickets did the best, right Rick. Some of the raffle prizes included WSATI Southern Chapter shirts. Following the raffle, Southern Chapter President Dave Petrelli (Workmen's Auto Insurance SIU) announced that the next meeting would be held on November 17, 2011. Dave then announced that the Santa Maria Barbecue Style Lunch prepared by Past President John Bartolone (DMV Investigations - Artesia), with the assistance of Southern Chapter Vice President Tim Glover (LASD TRAP), was ready. Dave invited the attendees to help themselves to the tri-tip, chicken, sausage, salad, potato salad, beans, and dessert to top it all off. Everyone appeared to enjoy and some took a trip back for seconds....
There were a lot of new faces that came to the meeting as well as several "old" members who had not been to the meetings in some time. This meeting drew people from as far as the Simi Valley and San Diego.
